NORRAG Survey on Results-Based Financing at the Meso-level of the Education System

Are you aware of any Results-Based Finance projects or models being implemented to incentivise meso-level actors in the education system? If so, we would like to hear from you via this short survey.

NORRAG with funding from the World Bank REACH program is conducting research on the use and impact of results-based financing (RBF) at the meso-level of the education system. Meso-level here is defined as actors who are in charge of education system management and administration at local government and school level, e.g. province, region, district, and the actors at that level, such as district education officers, school management committee and principals/School heads. More information about this research endeavour can be found here.

So far, the NORRAG team has identified that the following types of RBF models have been applied at the meso-level of the education system: Performance-Based Contracts, Social and Development Impact Bonds, Performance-Based Transfers, Performance linked School Grants or Block Grants, results linked intergovernmental transfers, Special-Purpose transfers, and outcomes targeted per-student funding allocation formulas.

To ensure we are covering the widest spectrum of projects and models as possible, as well as the diverse contexts where such initiatives have been experimented, your contribution would be of much help.
